Rock Hill Economic Development Corporation

The Hagins-Fewell/Arcade neighborhood is one of Rock Hill's most historic communities. The Arcade Mill itself was opened in 1896 under the management of R. T. Fewell. By 1907 the village had 396 residents. In the years following the mill's closure, the area began to fall into disrepair. In 1997, a fire destroyed the mill leaving a major environmental problem in the core of the community.

The Hagins-Fewell Master Plan (pdf 2,972 KB) was created to address neighborhood concerns and stimulate redevelopment in the Hagins-Fewell neighborhood. This Plan was a joint effort of the Rock Hill Council of Neighborhoods, the City of Rock Hill, and York County.  The plan was updated April 13, 2006.  View Hagins-Fewell Master Plan Update (pdf 2,938 KB).

Key projects included in the plan are infrastructure improvements and clean up and demolition of the Arcade Mill site. The City received a $1 million allotment in the 2003/2004 Federal budget for sewer upgrades in the neighborhood, which are now almost complete. The demolition and environmental clean-up of the Arcade Mill is now complete, and redevelopment opportunities for the property are being explored. In 2006 the City of Rock Hill was awarded $1.2 Million in grants from the South Carolina Housing Finance and Development Authority for the construction of new affordable homes on the former Arcade Mill property.
